I am in need of some advice. I recently purchased a cattleya plant off eBay and unfortunately, it arrived with both scale and mealy bugs all over it.
I have ordered lots of plants from eBay before, but never from this seller. I've never received an infested plant before.
I'm wondering if it is appropriate to ask for a refund, or should I just leave negative feedback.
I get the feeling that the seller was just unaware of the bugs, rather than intentionally selling me a bad plant.

    What's the protocol here?

If you just got it, and there are bugs on it. Call them out. I would ask if they want that plant back otherwise you want a complete refund and are jettisoning the plant bugs and all. They can have it back with a complete refund inclusive of shipping both ways. There's no excuse to send a plant that visibly has either.

I agree with Daniel. Personally, I would hold off on negative feedback until you see what kind of response you get from your refund request. If there is any resistance slap them with negative feedback. Document with photos and if the vendor is non-compliant you could petition Pay Pal (if you used Pay Pal) for a refund.

We have a Forum category "Orchid Vendor FYI". It would be great if you made a post there and let us know who it is and keep us posted on the response and outcome.
    Good luck
