Insecticide spray for resting plants?

    Do people spray systemic insecticide such as Safari and Bayer 3 in 1 (imidacloprid) to orchids during the resting period?

    Is systemic effective for those and not damaging the plants since they haven't been given much of water?
    I generally do not do much of pest control, but it does need it this spring.

    Any thoughts and advise will be greatly appreciated.
