Oh my! You have a scale insect infestation.
I would use an old toothbrush (soft) dipped in either alcohol or soapy water and brush off as much of them as possible. Top and bottom of leaves.
Then rinse, let dry and use horticultural oil (according to directions) sprayed on top and bottom of leaves and stems. Repeat on a regular basis (according to directions). There are other ways with insecticides as well.

Regular applications of horticultural oil solution will eliminate the scale.
Insecticides are poisons , and should be a last resort.

If you have it on a lot of plants and topical application is not feasible, anything with imidicloprid in it would work. It is a systemic so you don't need a direct hit to be effective. Bayer 3 in 1 Insect Disease & Mite Control is readily available at many stores.

Marni hit it - you need a systemic or translaminar insecticide. The hard shell is a protective covering that renders topical treatments mostly useless. Spiro’s recommendation of a horticultural oil is also good, but with that extreme infestation, it might be difficult to get a complete coverage.

with any insecticide, treat the plants by wetting all exposed surfaces thoroughly and drench the potting medium. Do three treatments at one-week intervals.
